It still blocks, when i change panel location (right left top bottom) from properties then blocking volume location changes too or move to some side of screen. i do not know anymore just image tells everything and you can test it for example: make new panel uncollapse like on my image then move it

Update: invisible bar still blocks icons to be moved to invisible area, when i delete panel then right away icons can be moved up corner because panel is gone (this panel that has beginning with firefox). basically when panel is created and moved it lefts invisible panel behind to block icons. --
