This is serious bug and is really counter-productive in 21 century when
downloading some portable archive and cannot launch software, Very
troublesome. This way is one way to scare people back to Windows.
affects 20.10 and 21.04 too, please raise voice people.

It still blocks, when i change panel location (right left top bottom)
from properties then blocking volume location changes too or move to
some side of screen. i do not know anymore just image tells everything
and you can test it for example: make new panel uncollapse like on my
image then move it
no i do not use effects...

Update: invisible bar still blocks icons to be moved to invisible area,
when i delete panel then right away icons can be moved up corner because
panel is gone (this panel that has beginning with firefox).
basically when panel is created and moved it lefts invisible panel
behind to block icons.

when i create new panel and move it to random location it leaves
invisible place size of the default panel, look image BUT sometimes it
occurs sometimes not so i am grateful if you check it. Usually restart
helps to clean this .
