I'm sorry, but I'm not sure if I understand what you mean by "not only after adding but continuing after a session restart using the indicator/keybindings and not the settings?" Now I'm thinking maybe this is somehow related to the problem mentioned before, that sometimes the "Input Source in use"

So I tried something I hadn't tried before, and it worked I installed "Spanish" as input source, and deleted all the others, including English (which I never tried deleting before). With only this layout available, I checked, and it works just as I expect it to. After that, I added "English
