Issue still persists (Weather "Scan for location" returns >100km away;
does not ask me if I wish to "Allow" or "Deny" access; Security &
Privacy > "Using GPS only"; Security & Privacy > "Allow access to
location" does not include Weather app)

1: On OS build #5 - #13 (Channel: ubuntu-touch/ubuntu-rtm/14.09) with mako, I
manually disable "GPS" and "Location detection".
2: Then choose either "Restart" or "Power off." Upon boot, both settings are
shown as enabled.
3: I expect the settings from 1 should be cached and
