OK, I can can see the reason for the different behavior of Language Support
when it comes to the main window.
As for the reason why I double-clicked, it just happened out of old habit,
it was not intentional; but sure double-clicking on Language Support should
only launch one window,
Public bug reported:
The following happens.
1. I go to System Settings/Language Support.
2. I select ibus as the keyboard input method system and click "Close".
3. I re-open System Settings/Language Support and the keyboard input method
system has been reset to blank.
