I pursued this further and found that on multiple computers and keyboards including using both USB and PS2 keyboards. Right-Alt + PrintScrn + REISUB works only while using PS2 keyboards, and it is consistent with multiple computers. The computer I reported this bug on does not have any PS2 ports.

I also experience this issue. Was not there in 19.10 for me either. It's ONLY when setting one of the monitors to portrait mode. Currently I have to use a workaround, running ARandR or "nvidia x server settings" after login to set the displays. But I can't save the settings to make them persistent

I decided to go upstream and replace 19.10 by 20.04. I also slected 3rd party options to exclude the NVIDIA driver during install. I currently have no issues but know now how to report a bug when it appears. I may have a problem due to gdm "or" NVIDIA. Thanks for all the prompt help and support!
