I am also experiencing this bug, using the pdf file from FinCEN:

Characters are scattered over the document both printing to printer and
to file from evince.

Glad I have a new shortcut in my arsenal, Alt+Middle button to resize
windows. But, I have to confess that after a few days on Maverick, I
find this losing the ability to (easily) resize the window by dragging
the corner somewhat annoying. I feel that this is one of these 1000
papercuts type issues
