I think it might be the gtk file selector. I noticed the behavior in
nautilus so I thought it was nautilus. My bad.

I can't reproduce this bug in 12.04, or I'm missing something.
When I open Save dialog and click on [Create Folder] a new folder placement
gets created with name "Type name of new folder". I can type in the new folder
name, hit Enter and I'm in the new folder.
