Thank you for your bug report, the behaviour is not new, wallpapers
include the system wallpapers not the user images, or is your issue bug
#968268?

In precise when I press '+' in 'Wallpapers' image is added to system
wallpapers. This seems to be logical.

weird, the code didn't change between precise and quantal, it changed
between oneiric and precise though, see the other bug which was pointed
in my first comment

I saw that bug. It is different.
I also noticed weird behavior.
When I press '+' in 'wallpapers' I get 'select file' dialog. I select a file
and an icon of a wallpaper is added to 'Pictures folder', I can add again, then
another icin is added, etc. And I can't remove duplicate icons. This looks
ok, let's keep it open if somebody is interested in looking into the
details there
