I also observed the following behaviour, which is probably related to
this bug, so I'll just assume this and add a comment here instead of
filing a separate bug report:
On gnome-appearance-properties, changes in the background colour of the
desktop's background picture seem to be ignored. The colo

It happens with every theme.
Again try these steps:
* choose clear looks
* change your desktop background and set style "tiled" !!!
* back to thememanager
** click on customize and change something (e.g. engine to "clearlooks") and go
back
** save the theme as "Test1" and choose to save the Back
