What window manager do you use? Does it happen with an another user on
the same installation?

hello,
i have reinstalled ubuntu and the bug is gone, everything works fine now.
sorry i didnt reinstalled gnome panel nor tested it with another user. but I
used the default window manager when u install ubuntu.

i cant add more than 1 workspace an error appears
