I never had this option activated though I have copied Templates to
~/Templates folder.
I always had "no templates installed".

The speed is not the same when you use a local disk and a network one,
that's why the behaviour is not the same. Those are bug in the "non
local" case, which doesn't get as much testing since most users use
their desktop disk and not a network one
