you can set a system default using gconftool, removing 10_gnome-session
is of no use until you run update-gconf-defaults, like the schemas the
defaults are used only at installation time to write values in the
system directory

You're right, although i have to do this procedure for all accounts in
my machine.
And, for those accounts that already have logged in, simply remove that
file has no effect.

the right way is not to remove the default file, it's rather to use
gconf-editor and set /apps/gnome-session/options/show_splash_screen
