AFIK the option "reduced resources" is not involved in this bugfix (it
disables other things too). The patch released involves the gconf's key
/desktop/gnome/interface/enable_animations. When this option is disabled
there is no minimizing effect and MAYBE other effects in gnome are
disabled too (i
"reduced resources" does not fix the issue because it also leaves you
with a ugly and buggy wireframe mode when you move windows. Buggy
because sometimes the wireframe does not completely disappear after you
moved the window.

This bug has been accepted upstream. Well, after 4 years of discussion, they
have reached the conclusion that, well, maybe is GConf not a bad place for this
option.
