Do you have anything print to .xsession-errors when that happens? Do you
use compiz, desktop effects or anything non standard?

The steps i took that caused this problem was:
1. I Logout using the Quit Option
2. I Log Back into my account
3. It lets me log in successfully with everything on my desktop
4. The Bottom Panel then appears and then dissapears quickly
5. I right click where the Panel used to be and then it appears
