Does the completed filename look different from the output of ls?
Can you copy/paste a test-case? I don't know how to type cyrillic
characters without busting out gucharmap, but I have no problem pasting
mkdir / touch 'some UTF8' into a shell to test it out.
e.g.
touch cyrillic with spaces
echo
Waiting for bash-completion maintainer/developer reaction

So it is a bash or bash-completion problem (not sure which), but not

Is this specific to gnome-terminal, does it work as expected in other
terminals (e.g. xterm, konsole, urvxt)?
If it's buggy in all of them then it's probably a problem with bash or
bash-completion.
