No, as of gdm version 2.20.0-0ubuntu2 the theme changing is fixed.

Here is the content of /etc/gdm, output of ls -la /etc/gdm and the dpkg
--set-selections list of the install where the theme change is completly
ignored.
As said this was a server install, followed by installation of the
ubuntu-desktop metapackage minus some unwanted programs.

Here are the outputs of strace gdmsetup 21 | tee gdm-debug.log from
both machines.
Symptoms on desktop-install machine: gdm-theme is set to 'Happy-GNOME'
/with/ face browser, although face browser is disabled and 'Happy-Gnome'
/without/ face browser is selected. Background colour is default
