forgot to add:
when want to select cpu frequency, it ask me for password, but all the time
I've got error message that password is invalid. For sure password is correct
and from sudo user I'm trying to change it.
Also, this doesn't occurs on 64bit OS.

cpufreq-applet cannot authorize sudo user, occured in 9.04 ubuntu, (
