Public bug reported:

When GIMP is started, the menu option are not displayed in the title
bars of the GIMP Windows.  If you  point the mouse pointer in the
approximate place where the "File" menu option would normally be and
click the mouse, that Window's  sub-menu appears, but the windows title
bar remains blank.
