there is no package running as root doing changes there, you should use
the support tracker for questions about what you might have installed
creating that issue

Well, perhaps I placed the bugreport in a wrong package, but danish
newcomers to Ubuntu will be baffled. A configuration where many
installers will not function properly is a bugged configuration.
What package would be the correct to file a bug in, e.g. which package
takes care of setting up /home
