Public bug reported:

If Ubuntu suspends and tuned up back I cannot change language. Ubuntu stucks 
the language previously selected and it is not possible to login to me. The 
only option is to restart computer.
If I press language button or any other button next to it it highlight but no 
drop-down menu appears.
