I can't reproduce this with gdm3 3.34.0-1ubuntu1. Something seems to
have happened. Possibly this:

* Removed all the locale related variables from
build_launch_environment() in daemon/gdm-launch-environment.c
* Disabled load_lang_config_file() in daemon/gdm-session.c
