I just found this in the changelog:
localization:
- Added (very basic skeleton of) localization capplet
Looks like the applet isn't supposed to do anything, yet ;)
Anyway, I'll carry my bug over to gweatherapplet. Someone close this.

I can confirm this.
Furthermore, the weather applet tries to access a non-existant
Localization XML Database when clicking Preferences. Looks like these
two are somehow connected.
