Indeed, "Chinese" is just an alias to the "English (US)" keyboard layout
and not an IBus input method.
To input Chinese:
* Install a Chinese input method, e.g. ibus-libpinyin
* Log out and log in again
* Add "Chinese (Intelligent Pinyin)" in Region & Language
-> Input Sources
* Select "Chinese

it install enough to fix the issue?
