Especially given that modal dialogs might be implemented as some kind of
layer over the window (in some DEs) and not be a traditional window at
all, I think it makes sense to not create the expectation of them being
moveable.

This is a design choice by upstream so we are bound by their decision in
the upstream bug.
Although it's only partly useful to move modal dialogs. At best you'd be
able to move them out the way to see what's below, which is useful for
reading and copying information. You'd still never be able to i
