there is no way to set the keymap /
on further review, i was going from memory and it seems like if multiple
layouts are set, at least in the latest 20.04 image, you get the option
to set the layout
which means this isn't an issue, except when a bug like 877371 occurs,
which is a separate issue...
i'm not seeing a way to close
OK that would be a GUI enhancement of some sort. Please report the issue

Manage Installed Languages >
Apply System-Wide (Use the same language choices for startup and the login
screen)
