Using settings->appearance there are two options: light theme and dark
theme

1) release of Ubuntu:

3) What you expected to happen
light theme has two windows: one light in front and one dark behind, having the 
same color as observed in dark theme
4) What happened instead
the window in the background of the light theme should be dimmed slightly 
instead of being completely dark as found in the dark theme
