Impact
------
The GNOME Software app has a feature to install updates when powering off the 
computer. (Screenshot attached.) This is unnecessary in Ubuntu since we already 
ask to restart when there are updates that we know need a restart to be 
applied. GNOME Software may also prevent installing updates except by 
restarting the computer which is frustrating to people who don't want to 
restart immediately.

GNOME Software does not provide an option to turn this feature off.

Years ago, Ubuntu's version of the GNOME Software .deb disabled this
feature, but it was (unintentionally?) dropped when we resynced our
packaging with Debian after switching the Ubuntu Store to be provided by
a snap instead of a .deb.

This issue affects Ubuntu Budgie and Xubuntu which ship the .deb version
of GNOME Software. It also affects people who have uninstalled the snap
and installed the .deb.
