Because it's not the same context / purpose.
Here is the trash folder when one might expect a quick access to the special
features of such a special folder : [ empty | restore ]

Well now it's one or two click further away ( sub-menu in header bar or
right click in side-panel. ) so it's not an improvement.
The [ empty button ] in banner while looking at what's inside the trash
was faster.

with screenshots, they only display it when autoclean is activated now,
empty and restore actions are easy enough to access, you also don't have
a bar for copy/paste/etc and it's not blocking user to find those
actions

Are you sure the total absence of « banner / bar » is expected ?
It's a usability regression.
On https://gitlab.gnome.org/GNOME/nautilus/-/issues/2096#note_1525051
the « banner / bar » is still there ( it's indeed older than 22.10
release. )
