If the fix was provided, the expecting behavior is that calc is working, so
please comment only, when it DOESN'T work after installing fixed version.

Exactly the same problem in my Ubuntu 32bit with polish locales and
latest gcalctool 5.22.1-0ubuntu1. "LANG=C gcalctool" works.

This problem haunted me as well for a good month or so.
Thanks for explaining it and tracking it down to the source.
The patch attached at:
