Thanks Timmy, I think making evince and okular depend on poppler-data is
a reasonable solution. We may want to concern about our release CD's
disk space then.

Using the PDF[1] attached in bug 573377, I was able to confirm that
Okular also needs poppler-data in order for Chinese characters to
appear.
Just to note: Bug 616321 and bug 616322 are for making the packages for
Evince and Okular depend on poppler-data, respectively.

The MIR of poppler-data is Bug #530452, and I'm now adding a task for
evince. I need somebody to test whether okular really have the same
problem.
