Here is the glade file that implements the shrinkages. To test, place
in /usr/share/gnome-control-center/glade/ and restart gnome-display-
properties.
Like I said, this won't fix underlying font size issues (a separate bug)
but should now give a lot more margin for fitting into 640x480.

A few more glade tweaks gets us down to 472x387. I think this should
give us ample margin. :-)

By changing the border width from 18 to 5, we can shrink it to 514x411
(again, on my system).

Hmm, as currently set on my system, the panel fits into 540x437 (see
attached), which fits 640x480 with ample margin.
