Adding or deleting a user using users-admin is non-functional. /etc/passwd is never changed in either case. To reproduce: 1) Open users-admin 2) Hit 'Unlock' and authenticate using Policykit 3) Click 'Add User' 4) Enter all the users info and press ok (note user appears in list of users now) 5) Close users-admin 6) Re-open users-admin and voila - the user we created doesn't exist. Looking at /etc/passwd confirms this. The steps for deleting a user are pretty similar.
