Thank you for your bug report. Setting a location is not required and
the installer only ask for timezone informations, that could be changed
but not everybody has internet access or is interested to get weather
informations so that's not likely something we will change

Sweden isn't that small, I'm sure. GNOME Clock is based on cities (or
whatever, if you specify your own longitude/latitude), but the installer
only asks about the nearest capital city (I assume it lists large cities
in nations where there's more than one timezone).
