I have Evince 2.22.2 installed. I get the error message unable to open
external link; operation not supported with details Bad key or
directory name: /desktop/gnome/url-handlers/: Key/directory may not
end with a slash '/' when in the document available at this link
Looks confirmed to me. I suffer from this on Ubuntu Hardy.

Evince unable to open external links from pdf files
Well, I've found a cause of my bug.
Searching in GConf for b4 showed that
/desktop/gnome/url-handlers/chrome/command
/desktop/gnome/url-handlers/https/command
/desktop/gnome/url-handlers/http/command
/desktop/gnome/url-handlers/ftp/command
for some strange reason were all set to
Latest Ubuntu 8.04, I confirm this bug.
When trying to open external link,
evince shows me a message box which includes text
/usr/lib/firefox-3.0b4/firefox (No such file or directory).
Hope this helps.
