Using hardy, no compiz. Looks like the human theme doesn't apply this to
the window titles, unlike some other themes do... so my bad, I guess
there's no bug. Sorry for the goose chase.

thank you for your bug report, changing this option works correctly on
my installation, where do you see that the change is not used? what do
you try to do exactly?

In the appearance window itself. If you change e.g. windows'
background, it's instantly applied to all windows once you click OK in
the color picker. This does not happen with selected items background.
The top most bar in the windows remembers the previously selected color
instead of the newly
