It doesn't save the image as Andreas state, you need to manually save it
from the menu, it's only displayed as rotated but not saved, you might
be interested on bug 282548 which is asking for auto saving feature.

I'm sorry, it seems the original report was wrong and I'm not sure why
or how, I can't remember exactly what happened when I reported the bug
but I can show you when eog auto-saves:
1- Open image (by double clicking it on Nautilus).
2- Click the curved arrow to rotate.
3- Click the next or
Re-opening as I added new information of how to actually reproduce this
bug.

Since eog does not have an option to autosave rotated images this does
not seem to be a bug. You have to manually choose save from the file-
menu to save the rotated image.
