This is not similar to Bug 240733.
This bug is about colors not changing when switching between themes.
For instance, if the theme is currently Human, and I change to Gray, the
title bar would still be orange instead of gray.
It is not theme-specific, and changing other colors in Customize works
could you send it to bugzilla.gnome.org as asked before then if you are
responsive and still get the issue?

If I change the theme, the title bar colors do not change, but if I log
out and log back in, they do change to the correct values for that
theme.
If I change the title bar colors in gnome-color-chooser and press Apply,
they do not change, though the inner(?) window borders and button hover
colors
