drivers directly from ATI resolves the issue.

OK. The problem is, how do you change the video driver Totem uses? The
preferences available in the GUI are quite minimalistic and I couldn't
find any information on this.
And if it is a video driver bug rather than a player bug, can somebody
reassign the bug to the relevant package?

not sure, vlc could be used x11 and not xv, your comments suggest that's

Well, I installed the corresponding ubuntu-restricted-drivers, but other
than that, I don't think so. Again, VLC was playing videos just fine
(unless VLC and Totem use different video drivers? which I find highly
unlikely).

Because of fglrx-related problems, I downgraded the kernel
to2.6.24-19.21. I didn't delete any configuration files or anything,
just purged the 2.6.24-21.23 and installed the 19.21 one. As a result,
Totem works fine. Which makes me think that it's not only a
configuration issue - there should be so

I attached a screenshot of the same movie being played in totem and VLC,
side-by-side. For some reason, I can't take screenshots of movies played
in totem, but the size of the blue rectangle should give you an idea.
And totem plays (the same) movies any problems, i.e. with the correct
dimensions,
May you please take an screenshot of the issue? does the same happens
with a new user account? thanks.
