After talking with a friend the other day, I would disagree that this
not a paper cut. One of the first things that I've noticed that new
users do is setup their panels - and the number one problem I see them
encounter is positioning the objects in the first place and the number
two problem is

cut should be a small usability issue that affects many people and is
quick and easy to fix. I'm afraid this bug can't be addressed as part of
this project.

thank you for your bug report, that's not something the ubuntu team has
the ressources or interest to work on and that doesn't need to be a
gnome-panel object but could be an applet rather
