the bug you mention was not fixed in hardy but has been fixed in
intrepid, you should comment on bugzilla.gnome.org if you have issue due
to the change though

I can confirm this bug on an up-to-date intrepid.
To reproduce this, run
gnome-keybinding-properties
and try to bind any action to the so-called Windows key.
The application will except your input but it won't have any effect when
actually triggering the key (combination) afterwards.
