The worst offenders at the moment are the pop ups over the workspaces.
At the very least, with Compiz active, the pop up will say “Current Workspace:
Desk 1”.
Every workspace has incessant reminders to “Click to start dragging xxx”. I
have known that for a few years now.

~/.themes/ or /usr/share/themes in the case of system-wide default
themes.

tooltips are now (gtk+ 2.14) enabled globally by the gtk-enable-tooltips
setting.
every gtk+ widget (and hence applets) will automatically have tooltips disabled
if that property is set to FALSE inside a gtkrc file. it might require a
XSettings key in case we want to be able

A workaround for those of you who are using CompizFusion, which I found
googling around:
open the advanced compiz settings panel (you might have to
$ apt-get install compizconfig-settings-manager
)
go to General Options Opacity Settings
click on Add, type Tooltip into the Opacity windows
Tooltips are the most overrated feature/gimmick ever. I'm sitting here
looking at what the tooltips say and what they are obscuring on my
desktop, and this is ridiculous. The text inside tooltip boxes is
obvious and useless 75% of the time. The firefox tab of this very
webpage has a tooltip which

the feature is for the panel and works for the panel, your issue is with
the applets placed on the panel, read the upstream bug about that,
wishlist or minor make no difference on how the bug will be handled but
playing against the maintainer on the settings is of no use
