There is a simple way: Activate it and set it to 0 milliseconds.

Is there any way to have Slow Keys deactivated completely?
For me it's more like a bug or nightmare than a feature. Working with
GIMP for instance and selecting with `Shift` hold down, always activates
`Slow Keys`.

It appears that this dialog no longer even shows up in the taskbar.
This means that there is absolutely no indication that the feature in
question has been activated.

Another problem with the dialog is that even if I can see it and it is
in focus, I cannot seem to use the keyboard to cancel. I have to reach
over and use the mouse :-(
