Thanks Sebastien, it's is not a bug, is a feature.. If you cant change
the format, don't show the option. So, the problem is just of langpack-
locales, not gnome-panel.

the option is available only if your locale support it, that's not a
gnome-panel bug but a locale one if it doesn't
