Narrowed down to ~/.gconf/apps/panel. That is good enough for the time
being, for me. Obviously there is some setting that is putting the panel
in a bad state here.

Removing ~/.gconf* brought back the panel, but also removed all of my
settings, obviously. Now to narrow it down...

I used nvidia-settings to configure the new xorg.conf, and everything
