that was discussed a few years ago on
http://bugzilla.gnome.org/show_bug.cgi?id=318629 ; and the right
behavior is that. but if you want to do an action that send that to the
notification area, you can activate the dontreallyclose plugin trough
the preferences menu and close the application.
