This is a 9.10 issue. You don't have this ability in 9.04. This is a
new feature in gnome.

Also this is the default behavior in 9.04 every other Ubuntu
distribution. People expect tap to click to work by default.

The customer impact on this issue is it will be bring support issues for
many customers users since touch to tap is expected functionality to
work out of the box. Since current Ubuntu as well as other OS vendors
have this functionality out of the box, many will see this as a hardware
or kernel
1. I think this is a clear change for the better. Tap to click is an annoying
behavior. Just my opinion, but as good as any other opinion that has been
expressed.
2. We shouldn't deviate from Upstream unless we have a clear reason to do so,
such as user feedback.
