I have not tried either karmic or empty folders.
I have tested on several machines, all of them with Ubuntu 9.04. and happen to
any not-empty folder.

Can't reproduce on Karmic with extracting a rar archive with an empty
folder.
However, the first two steps do nothing for me, so I used rar a
myarchive.rar NewFolder to do them manually.
