I had similar, but not identical symptoms after a recent upgrade of Dapper
6.06LTS to Edgy 6.10.
Nautilus would not show me any icon images as an ordinary user, only as root. I
could not open them either. Nor could I see them in the icon browser (eg: via
launcher properties).

This also happens with misnamed video-files and isn't something a
normal user would understand or be able to fix. Maybe there should be
some options:
* Ignore and view file with `app-name'
* Always ignore and view with `app-name'

The mimetype definitions are done by shared-mime-info, reassigning.
Simon, that GNOME bug number is not correct (like a dropped digit), do you
still have the upstream equivalent you had for it?
