I'm not sure that would look nice with padding like that and would be easy to
implement (would the padding be all around the icons, only on one direction,
...)

about a such feature request?

Yes I know that I can change panel width - limitation is that you cannot adjust
padding/margin.
So, for example if you want to use gnome-panel background "borrowed" from
Windows XP Luna - then this gnome-panel will look pretty ugly with icons that
are scaled from top to bottom of this panel.

change the panel width if you want
