Are you sure that this is a problem with the icon theme?
When using Clearlooks, I get:
1) When not using upstream session (ubuntu default), the Shutdown button
uses the logout icon (gtk-quit).

I'll second this request: the logout button shouldn't have the power
icon :) that should be on the shutdown button, and the logout button
should have the nice green circle with an arrow, IMO.
